Go to /etc/horde[version] (version depends on your version) and
there you can configure everything.
To load horde, open a browser and surf to http://localhost/horde

I do not have anything in /var/www for horde. Do I have to copy the
files in /etc/horde/horde3 to my root web direvtory /var/www ??

I think I found the problem; I do not have the file
/etc/apache2/conf.d/horde.conf. How can I get this file or create it.
