[horde] Question Ubuntu install

This should be the content of that file:

Alias /horde3 /usr/share/horde3
<Directory "/usr/share/horde3" >
Order Allow,Deny
Allow from all
</Directory>
###########

(also check if the /usr/share/horde3 directory exists)

Then reload/restart your apache.
