[horde] Question about module permissions and "default deny"

I did this once but forgot how I accomplished it. :(

I wrote a simple module for some in-house admin, and I need it to
only be visible to a few users. I've tried all sorts of permissions
settings and registry changes but I just can't get it to prevent
displaying for people that don't have permissions...like a default
deny stance. Is this possible currently?
