[horde] horde slow after upgrade

imp takes more then a 2 minutes to login after the upgrade to 3.1 (
freebsd via portupgrade ), compared to less then 3 seconds before the
upgrade.

I did this

mysql --user=root --password=<MySQL-root-password> <db name> <
scripts/upgrades/3.0_to_3.1.mysql.sql

and this

scripts/upgrades/move_history_out_of_datatree.php

but it's didn't make any differnce. any suggestions
