[horde] ldap readonly auth with sql users/groups/prefs storage

This should be able to be accomplished with a composite  
authentication, and perhaps a pre-auth hook. Check  
horde/config/hooks.php.dist for hook examples, and the wiki for  
composite authentication examples.
