Wrong. No idea what file you're looking at. But no version of  
Browser.php ever loaded String.php from the directory above.

You have a badly broken system. Either you mixed and matched old and  
new versions of Horde, or you messed up include paths, or you have a  
broken byte code cache, or all of these.
