[horde] Invalid parent permission

Hi George,

Thanks for this help.
After having spend about one week to figure out this issue, I restored a 
previous Horde framework that had not that kind of trouble.
I setted the first permission without any problem. Then restored again 
the last framework and...could set the other permissions like a charm.
So, it sounds to me that you could be right : I needed only the first one.
