[horde] Horde authentication problems

You're actually having problems with sessions, not authentication. Try  
going to http://server/horde/test.php (you may need to give your  
webserver read access to that file) and making sure the session  
counter increments. If that works, you likely have the wrong  
cookie_path setting.
