[horde] registry.php admin modules

We are running Horde 3.1.1

When we set a module to 'admin,' the  module's image won't show up for  
one particular user (me).
However, if we set the module to 'admins,' it works just fine for all users.

Also, we use checks to restrict access to other modules (e.g. an if  
statement with an LDAP check), and these to will not work for me  
either. The weird part is that right after i save a check for a module  
that includes me (i.e. the very first login after i save registry.php)  
the module will show up fine. But, when i logout, the module will be  
gone forever.  This works this way for me on any computer i try.

Is there anything to do with registry settings that is stored in the database?
Does anyone have any idea why this would happen?
