It can be managed from Horde Administration Settings. Login as
administrator, then goto
Administration --> Permissions
Click on the "Add permission" icon and add appropriate permission and test.

P.S: Make sure that you post the mail to the turba mailing list also.
If you click the "reply" button in gmail, the mail will only be send
to the user and not to the mailing list. either use "reply to all" or
just 'cut n paste' the mailing list address
