[horde] Layout problems

I have a fresh install of horde 3.1.1 on Slackware 10.2. I cannot get the layout
feature working. If I, for example, choose to add "Horde: Sunrise/Sunset" as
soon as I try to change the country, it jumps back to Afghanistan. If I save it
anyway, then attempt to edit it, it totally disappears. I have set the entire
web directory to the apache user, and looked in the horde.log file. The log
only shows me authenticating. If instead of editting it right after saving, I
try to resize the window I get this error printed in the header of the Horde
block.

Horde: Block "" of application "" not found.


Did something go wrong somewhere with my installation, or is something
mis-configured?
