[horde] Strange loop when configuring Horde

I discovered how to reproduce the setup bug: I had temporarily set chmod 
a+w on the conf.php file so that Horde could overwrite it when I hit 
[Generate Horde Configuration]. Apparently that confuses Horde for some 
reason (perhaps because it cannot write to the dir).

If I set conf.php so that the apache user cannot overwrite it, then 
Horde behaves as expected and shows me the conf.php code so that I can 
copy it.
