[horde] Can't get Horde to Work At All

Sounds like your horde/config/conf.php is messed up; specifically the
definition of $conf['log']['enabled'] isn't defined, is defined incorrectly,
etc.

Personally I would try renaming the conf.php file to something else and
reruning the configuration script to see if it fixes it.

Of course, I could be wrong about all the above...
