It doesn't. It asks you *before* you login. But if you set your  
language in the preference, you don't have to care about that, because  
the correct language is set once you are logged automatically.
Beside that, there are several ways to get at useful default language,  
i.e. setting a global default value in the prefs, or setting your  
preferred language in your browser settings.
