You change this via the Horde/Administation/setup menu: Choose
"Horde", then "Database"; now fill in the "Internally used charset"
field. (Savest to specify utf-8, so you will be able to store any
string a user may later supply.) Finally, hit the "Generate Horde
configuration" button.

Of course, your WWW server, e. g. Apache, needs write access
to both horde/config/conf.php and horde/config/conf.php.bak.

Hello Chuck,

perhaps, it would be a good idea to re-phrase the error messages
referring to the config/conf.php files in terms of the pertinent
Horde/Adminstration/Setup sub-menus.
