[horde] Installing Framework

hello,

Have i any other choice to select where he can find the horde framework.

The Framework is also in the horde folder. Normally i must do: 
install-packages.php , but when i cant do this.
He always looks in the usr/local/lib/php folder.

How can i make , that he looks in the horde folder?
