[horde] Installing Horde without shell access

You'll need to make sure the webserver can write to the horde dir;
what I'd do then is to upload via ftp an uncompressed install that has
the default conf.php.dist file copied to conf.php. Then you can use
the admin UI to write out the real conf file, etc.
