[horde] IE not offering to remember login/password in Horde 3.1.3

Yes - namely that this is an option on *your* browser.  Horde/IMP has  
no control over whether your browser prompts you to save passwords  
locally or not.  (Well, technically, we *could* use the non-standard  
autocomplete attribute, but we don't).
