you have asked:

You need a directory in your server's filespace,
e. g., /var/log/webmail/, that has write-access
for your HTTP server.

Then you configure the logging via Horde's WWW interface
Administration/Setup/Horde meun item, Logging tab.
In the "Path to the log file" field, enter a suitable
file in that directory, e. g., "/var/log/webmail/horde.log".
