[horde] Error in Administration -> Setup -> Horde

There's a switch to the cvs command that'll overwrite files, check the
manpage.

I found the problem - I seem to have a problem with CVS updates - 
.../config/conf.xml was not getting updated. Removing this and doing 
another CVS update pulled a newer version and the Horde setup page has 
returned. It looks like quite a few other files are not getting updated 
either - I'll do some digging and find out what CVS update is getting wrong.
