[horde] Images in horde and giapeto

I have installed horde alpha 3.2 and giapeto HEAD.  There is a SQL backend 
for the VFS used to store the web pages.   When pages from giapeto are 
displayed, images in image blocks do not appear.  This is true for 
authenticated users and those who are not signed in.  The folder 
/horde/services/images is owned by the same user and group as the web 
server.  HTTP errors are not generated from trying to access the pictures.  
What is preventing images from being displayed?
