[horde] Error generating pgp key pair

You can also check your webserver's error log for stderr output from gnupg.

Not saying entropy is 100% the problem, but it is the only way I have  
ever been able to reproduce generation failure and would explain why  
you see such a long wait time until the error message is returned.
