[horde] Please How to configure Horde or IMP web interface in french?

Hello,
I have just installed horde 3.2 +imp 4.2 + turba 2.2 on my debian server.
How to configure Horde or IMP web interface in french?
 WHEN I chosen French during the login, it limp in letttre do not change, while when I chosen German for example, it works. 
At the level of locale - gen, I put well fr_FR. 
Please Who could can help me?
