[horde] whups does not send mail to queue-responsible-users

Thnx a lot - This was the solution. Every user_uid must be a valid 
user_uid and needs to have a mailadress set in its identitie. If only 
one username does not exist, has a typo or no mail-adress set, then *no 
other user gets a mail*.  This is very strict, but if one knows ;)
