Join the dev list (http://horde.org/mail/), look in the wiki
(http://wiki.horde.org/), look at enhancement requests for Horde
(http://bugs.horde.org/).

At the moment the best statement of goals for Horde 4 is probably in
the first Horde board meeting minutes:

I've wanted something like this for a long time. Giapeto was a start
at it, but it didn't get very far.

If you ask on the dev list and have code, I am sure you will have lots
and lots of comments. :)

Great!

Translation of the docs would be great, but if you're more excited
about a CMS type app, I am not going to discourage you at all. :)
