[horde] Compose window no longer showing attachment section

I've resolved the problem after reading some on horde's website on attachment
requirements.  The root cause of our problem was some work
on restoring software RAID, which had bad permissions on /tmp.

chmod 1777 /tmp

And then logout/login resolved the problem.
