[horde] HORDE setup keep coming back to General

Hi,

Whenever I try to make any changes to Horde setup via admin/setup, it came back to General. 

Like if I change authentication method to any other options, it came back to General options or whatever Option I change, it goes back to General.

I tried re isntalling the horde, but still the same problem.
