[horde] can't login as administrator first install

Just installed horde groupware and groupware webmail.  The groupware
installation went smoothly.  No problem accessing admin page on the login.

Groupware webmail installation went smoothly as well
But can't access admin account.

I checked the table.  the groupware horde_users table there is an admin
user.  The groupware webmwail horde_users table.. is empty.

I'm confused.
