[horde] whups - no states, no priorities... cannot create tickets...

Not sure what to do here - seems to be working except for the minor fact 
we cannot create tickets ;)

At any rate, the problem seems to be that there are no priorities or 
states listed in the pulldowns, checking in the setup shows that they 
are indeed there.

What n00b mistake am I making here?  Permissions?  If so which and what 
do they need to be?
