No, this has nothing to do with each other. The bug is about the soap  
extension (and a completely different problem), while Horde_RPC_soap  
is using PEAR's SOAP package.

SOAP_Server::bindWSDL() could be changed to use SOAP_WSDL's caching  
capabilities though.
