[horde] Horde/Kronolith global categories

Hi,

I need to create some global categories, but since some users already 
have some of their own set, they cannot see the global ones I created in 
the config/pref.php file. I ran across this thread, but it's dated a 
year ago.

Is this still the case, or is there some setting somewhere I can edit to 
allow users to see both their categories and the global ones?
