[horde] upgrading a *new* database doesn't look like it's going to work

Yes, first all schema changes to get horde happy.
Then use the scripts to migrate data if required.

Yes...

The only thing to get you go is the authentication and the admin user.  
Both is set in horde/config/conf.php. As start you can copy over the  
old one with only adjusting some paths, but you should upgrade it with  
the UI after login.
