[horde] Different character encodings for American and British English?

Hi,
using Horde 3.3.4, I wonder why switching between British and American
English on the Horde login screen changes the character encoding of the
web page as well?
On a test server I have set up, the language "English (American)" has
Firefox reporting the character encoding of the page as "UTF-8" while
selecting "English (British)" changes it to "Western (ISO-8859-1)".
Selecting "Deutsch" also sets the character encoding to ISO-8859-1.
Why is that? Is there a way to configure it? I'd like to be able to use
UTF-8 for British English as well as for German, not only for American
English.
