This by no means a standard block. By default all the portal is empty  
if using Horde standalone, and contains groupware blocks when using  
the groupware bundles. I don't know how you installed Horde, but it  
sounds like it came pre-configured with some package. In that case,  
the blocks you are seeing are probably configured add fixed blocks in  
the Horde configuration. Those cannot be removed.
