After working out the logging problems, and verifying things looked good
on "/horde/test.php", I continued through the INSTALL file, which wanted me
to "Click on ``Setup`` in the ``Administration`` menu and configure Horde."
However, the page I was redirected to (/horde/services/portal/) had only a
"Home" link in the upper left corner and "Administrator" and "Add Content"
links in the upper right.
I eventually figured out that the setup was at
"/horde/admin/setup/config.php" After I finished all the setup and logged
in as a new administrator user using IMAP authentication, I did get the
setup link in the left sidebar.
