Horde 4 will still be distributed through distribution packages, there  
already is some Debian package mill, and OpenSUSE is in the works too.  
Those are not officially provided by the Horde Project though.

PEAR packages *are* tarballs, so you can already install them without  
the installer, though this is more complicated. We might consider  
distributing traditional tarball too, but this is really low priority  
for us at the moment.
