[horde] metar block not working in 1.2.9, OK in 1.2.3

Sorry, I found the step I skipped...

Option 5 in the scripts/setup.php had not run

(I had started setting it up manually, so it was skipped
since it existed - I didn't realize it was tied into
DB schema updates as well).
