I've installed that package and edited the vhost to a working condition.
Two issues:

(a) it manifests the *EXACT* same issue as before; the Horde_xyz modules
do not appear in the Administration/Configuration module list and the
database schema is not created. Resulting in messages like:

SQLSTATE[42P01]: Undefined table: 7 ERROR: relation "horde_alarms" does
not exist LINE 1: ...le, alarm_text, alarm_snooze, alarm_internal FROM
horde_alar... ^

<http://lists.horde.org/archives/horde/Week-of-Mon-20110711/041452.html>

(b) the default configuration files assume some kind of specific
database configuration. The causes trying to go to Horde for setup to
fail with an error message. Just copying conf.php.dist to conf.php
results in a setup that can be configured. Is it really a good idea to
try to ship some kind of default config?
