Message viewing is controlled by the available browser charsets.  Any  
modern browser should support UTF-8.

Message composition is controlled by the sending_charset pref EXCEPT  
when replying to a message - where we attempt to use the sender's  
original charset (since that is the only charset that we can guarantee  
they can read).
