[horde] about horde IMP text encoding

Well... with Horde3 and now with Horde4 there is no UTF-8 encoding by  
default and i can not send messages in latvias because of āšēģķļņčž  
<-- when manually set UTF8 in Horde IMP settings, then all is ok, but  
i must do it for each user seperated.
