It's not "locked". Anybody can go into the source code and change it
as they please. Can't do that in Outlook. Can't do that in Gmail
(not that it matters, but for the record Gmail only has A SINGLE REPLY
BUTTON, albeit in a horrible location). Maybe you can do it in
thunderbird, but not easy.
I have just not yet heard a convincing argument for it to be
configurable. Conversely, this is undesired since one of the options
given would encourage an indisputably improper default behavior:
replying to a message sent to a message list (or a message with
multiple recipients) should NEVER EVER EVER EVER EVER EVER EVER EVER
EVER go to the original poster **UNLESS** there is a conscious,
proactive decision to do so. NEVER. It simply can not be a default
decision, or the "preferred" button to press (i.e. it is displayed
first).
