[horde] Horde configuration

Hi,

I have a fresh install of horde and the configuration file hooks.php is not
present. Is this normal? Where can I get an example of how the file should
look like? Might this affect the overall performance of horde?

My configuration:
- Horde: 3.3.11
- CentOS: 5.5
- RAM: 1G
