Obviously, to encrypt a message, you need to have the recipients  
public key available.  So it needs to be in the local addressbook  
(since there is no guarantees that keyservers will be up/the recipient  
will be found).

What standard/composing window?  The compose windows all have options  
to choose which method of encryption you want.

Yes there is.  Are you sure you are not using IMP 4 - this works in  
IMP 5 only?
