[horde] Setting Default Preferences Before First Login

This is what the prefs.php files are for. Set any system wide defaults that should deviate from the defaults in the prefs.php files in a new prefs.local.php file.

This procedure was used for Horde 3 as well though. Editing the DB seems like an unnecessary hack.
