[horde] Horde Groupware: Reply To All and CC-field

Hi,

just wanted to verify that the behaviour is by design:

We are using Horde Groupware Webmail Edition 4.0.6 and the Reply to  
All button only considers e-mail adresses in the To-field. If the mail  
was also in CC to other persons, they are not in the TO field of the  
"Reply to All" mail.

Is that by design?

An (sorry) the ultimate question: Can that by changed with a preference?
