But that's NOT forwarding an attachment.  Forwarding means sending the  
ENTIRE message, as-is, to the recipient without being able to edit it.

It is extremely dangerous to claim that you are forwarding a message  
when the forwarded message received by the recipient is not identical  
to the original message being forwarded.  It also breaks a fair number  
of things downstream.  Examples:

   - Forwarding a spam/abusive message to an admin, who would want the  
entire content of the original message to be able to address the  
situation
   - Forwarding a message to a spam-reporter program which needs  
information in the original header
   - Removing MIME parts from the original message will often make the  
original message not display correctly.

Simply put, the second you start changing the message that is NOT  
forwarding.  So you can **NEVER** label it as such.  If you want to  
send parts of the message to someone else, you need to use the  
original message as a template and then edit what you need.  Editing  
won't include original header information and won't indicate the  
message is a forward, which is both correct.  So you can't label it as  
Forwarding.
