[horde] Weather in Horde 4

Dear Members,

is the information at http://wiki.horde.org/MetarWeather still accurate?

in my Horde4 setup the weather is not displayed, so I tried the creation
of a Metar DB in Horde 4 and I get the nsd_cccc error.

The workaround in the buildMetar.php does not work.
