[horde] Weather in Horde 4

Not sure about the METAR, as I haven't tried creating the DB in a few  
years. However, you do not need METAR for weather to work in Horde,  
unless you actually want METAR data. You should be able to choose a  
weather provider in the Horde config (it's under the API tab) and that  
will make the general Horde weather block available.
