No idea what would cause this without seeing the debug synclog.  
Changing synchronization settings will cause the sync partnership to  
be reset automatically, just as if you manually cleared the  
partnership in Horde. This, however, should cause the contacts/events  
to be repopulated on the device.

FWIW, I have a Galaxy Nexus/ICS and have no such issue.
