[horde] Pre-assessing Before Installation

The only thing required is that the Horde installation must live on  
the same server as a PHP server (properly configured with pre-reqs as  
explained in docs/INSTALL).  Everything else can be hosted elsewhere.

The location of user's data depends on the backend being used for the  
subsystem.  E.g, if using IMP, the mail store can be located anywhere  
- IMP just needs to access via a IMAP/POP3 server.
